Likoma District Council has secured K147.8 million in performance-based funding after meeting the required standards in the 2025 Local Authority Performance Assessment (LAPA), opening an opportunity for the district to implement local infrastructure projects.

The council ranked position 18 in the assessment, which determines eligibility for Performance-Based Grants (PBG) under government-supported programmes aimed at improving service delivery and strengthening local development.

Speaking in an interview on Tuesday, Likoma District Commissioner Abubakar Nkhoma said the council qualified for the funding after successfully meeting the LAPA performance requirements.

“The Ministry of Local Government released the LAPA results, and Likoma ranked position 18, making it eligible for the PBG. These grants fall under two categories, Governance to Enable Service Delivery (GESD 2.0) and the Regional Climate Resilience Programme (RCRP-2 Cycle 3). Under GESD 2.0, Likoma has received K147.8 million, while under RCRP-2 Cycle 3, the district has received K46.4 million,” said Nkhoma.

Nkhoma said the council welcomed the funding but noted that the resources available under the RCRP-2 Performance-Based Grant were not enough to support larger projects.

“In terms of the projects that could be implemented using the PBG, the council has already submitted its Annual Investment Plan for this financial year. Looking at the resource envelope allocated to the council, the funding is not enough,” explained Nkhoma.

He said the council would continue working to improve its performance in future LAPA assessments to increase access to development financing.

Nkhoma added that the council had already started implementing various projects through different contractors, while government had recruited and deployed key staff to oversee all directorates at the council.

The funding follows the official release of the 2025 Local Authority Performance Assessment results, which are used to determine access to performance-based financing for local authorities.
